About

Joe Ruiz established his practice in the illustrated office in 1991. Our office is located at 513 Ceylon Street in Eagle Pass, Texas 78852.

Since 1987 and to the present, Joe Ruiz has been blessed with the opportunity to seek and obtain justice for many individuals from this and surrounding communities. Practicing law in a rural community requires lawyers to be willing to provide legal services that encompass the wide-ranging needs of their community. At Ruiz and Associates, we have gladly welcomed that opportunity and have readily litigated cases in personal injury, wrongful death, family law, criminal law, and to some degree business law.

Our philosophy is that in order to successfully represent a client, we must meticulously search, and through evidence establish, the truth. Without exception, in each case, we take on the responsibility of discovering and exposing the how, why, what, where and when of the particular event that has affected our client's life. And when that is not enough, we do not stop there.

Our firm takes great pride in having established itself as a litigating firm. When the adversary refuses to accept responsibility, our firm does not just back off... because what we seek for our clients is justice and fairness and sometimes that is only possible through a trial before a Judge and Jury.

We consider it a privilege and honor to have the opportunity to help individuals and families when they need it the most. At Ruiz and Associates, we have the legal experience needed to handle complex cases, the compassion necessary to understand our client's concerns, and the desire for justice to effectively advocate for our clients.

Jose J. Ruiz,

Managing Partner

Jose J. (Joe) Ruiz was born and raised in Eagle Pass, Texas, and graduated as a Junior in 1976 from Eagle Pass High School. He attended St. Edwards University from 1976 to 1980, graduating with a Criminal Justice degree. While in St. Edwards University, he served as president for the Hispanic Student Organization, and the Advocates of Chicano Culture (ACC). Joe worked as a juvenile probation officer and later as an investigator for the Maverick County Attorney’s office between 1980 and 1983. Subsequently, he attended Texas Southern University, Thurgood Marshall School of Law between 1983 and 1986 obtaining a Juris Doctorate degree. Joe was licensed by the Texas Supreme Court to practice law in 1987. Mr. Ruiz was elected President of the Chicano Law Students Association, now the Hispanic Law Student Association during his third year in law school.

While in law school, he was awarded a temporary bar license to practice law under the employment of the Harris County District Attorney’s office—which he did between 1985 and 1986. Joe moved back to Eagle Pass, Texas in 1987 and started practicing law there where his parents lived in an effort to contribute back to his family and early life community. Since 1987, Mr. Ruiz has been lead counsel on numerous civil and criminal cases which he has litigated up to jury verdicts in many rural and metropolitan venues throughout Texas.

Early beginnings: Joe is the eldest of six children born to Isabel Euresti Ruiz and Jose J. (Pepe) Ruiz. His parents had limited education consisting of under sixth grade level; however, both had and instilled very high work ethics and values. While his father instilled honesty, respect to all and keeping one’s word, his mother promoted love and kindness to all and deep spirituality. Migration to various states in the country and performing hard agricultural work was the way of life as a child and during adolescence. This invaluable experience led Joe to a path of higher education and a better life away from hard labor. While all honest work is good work, Joe recognized early on that through a higher education in law, he could contribute to society in a more significant and broader manner. Joe’s most satisfying experiences are those involving obtaining justice for those he serves and observing the relief in his clients’ eyes when this justice finally arrives.

Community: For the last three decades, Mr. Ruiz has participated in numerous charity organizations, helping the needy, churches, events and educational programs, with scholarships and attempts to mentor others.

Hobbies: Since a child and to the present, Joe enjoys time in creative arts such as drawing and painting. He also enjoys participating in sports, lately golf. He also enjoys time with family and spiritual contemplation.
